I'm just saying that based on my own personal experience. Remember that TLA is the focus of a Google witch hunt so they aren't going to just come on out and say they only want sites that can pass PR juice. I don’t think their PR requirement is official. I've read loads of FAQs & such on the site and haven't seen anything about it... only clue I get is when blogs get rejected without a reason given.
